Wealthy homebuyers and developers are reshaping landscapes that have been battered by hurricanes, fires and other disasters at a time when such calamities are expected to grow in force and frequency.

A case in point is the evolution underway in Fort Myers Beach, Florida, where Hurricane Ian swept away many modest old houses— and where bigger, more expensive homes designed to withstand climate change are being built in their place.
