What the SCOTUS climate ruling means for cities

Also today: Cities compete for talent during the great resignation, and how Black Americans lost their land to liens.

The US Supreme Court sided with coal-mining companies and Republican-led states on Thursday, severely limiting the Environmental Protection Agency's authority to regulate greenhouse gas emissions from power plants under the Clean Air Act. The 6-3 ruling deals a major blow to President Joe Biden's climate-change agenda and puts even more pressure on local governments, which have been attempting to fill in the gaps in climate policy.

Although the ruling doesn't affect cities' ability to set their own energy policies, local officials warn that they need federal action in order to be effective. The court's decision complicates, for instance, local efforts to procure renewable energy, but experts say cities will likely continue or even intensify their work to curb emissions within their borders, Linda Poon reports. Today on CityLab: After Supreme Court Ruling, Cities 'Left Holding the Bag' on Climate Change.
