La Salla said DTCC's July pilot will begin with Russell 1000 equities, major ETFs, and U.S. Treasuries on pre-approved chains, but corporate actions are the harder problem: they're time-sensitive, legally complex, and must reach every shareholder simultaneously. The clearinghouse processes the vast majority of U.S. equity trades and custodies more than $114 trillion in securities — making its blockchain evaluation one of the highest-stakes infrastructure decisions in traditional finance. The migration to a post-quantum signature scheme will be structurally harder than Taproot, which took roughly five years from proposal to activation in 2021, and the asymmetry between acting early and waiting for certainty about quantum hardware timelines is not in bitcoin's favor. Roughly 6.9 million BTC currently sit in wallets with exposed public keys, including Satoshi's holdings. Google's March research paper put the physical qubit threshold for a practical attack below 500,000 — far lower than previous estimates — and set its own internal migration deadline for 2029. Bitcoin has no foundation to fund the engineering work and no governance process that easily passes major upgrades, making every month of delay structurally significant.
