Hong Kong is still reeling from one of its worst blazes in history, killing at least  151 people at a residential complex in the Tai Po district. Hundreds remain missing after fires engulfed seven of the eight towers on Nov. 26, and more than 500 people are staying in temporary shelters. In all, the number of residents displaced could be in the thousands, putting pressure on the city's already tight housing market.

The buildings had been undergoing renovation work, and officials say the blaze began on the lower floor of one of the towers after construction netting attached to the bamboo scaffolding on the exterior of the building caught fire. More than a dozen people have been arrested as investigators point to the use of cheaper, substandard materials, which they say allowed the fires to spread quickly.
