How to create an inclusive city

Only one out of four proposals to create new cities outside of Atlanta in Georgia's Cobb County remains after the three others failed their May 24 ballot referendums. Mableton's campaign for cityhood differs from those three — which were all led by white organizers who oppose multi-family housing and other efforts to increase density — in that it centers around principles of diversity, affordability and inclusive voting rights.

If voters pass the measure this November, Mableton would have a majority non-white population and one of the largest concentrations of low-income families in the region. Districts would also be drawn to produce a racially diverse city council, writes Brentin Mock. Still, Mableton's campaign has at least one thing in common with the failed proposals: the desire to take over zoning, planning and code enforcement services from the county.
