Vienna has a $21 billion plan to rewire its heating system through boreholes, massive heat pumps and energy efficiency initiatives. The overhaul took on new urgency after the Austrian capital announced last year that it would cut itself off from Russian gas in response to the Kremlin's invasion of Ukraine.

The plan will grow the city's existing district-heating network — one of the largest in Europe — and find new, sustainable energy sources to feed into it. But it faces technical and economic challenges, as well as political headwinds. As one official told reporter Jonathan Tirone, "It's a moonshot, but our job is to come up with bold missions to transform the city for the century ahead." Today on CityLab: Vienna Embraces Heat Pumps to Ditch Russian Gas
